ROLE OBJECTIVE

In an increasingly complex and rapidly changing environment, Takeda is searching for a highly-capable, senior manager with experience leading and achieving health policy objectives through the effective management of external healthcare customer and related stakeholder relationships.

The purpose of this position is to develop, lead and deliver comprehensive healthcare strategies to achieve, enhance and maintain national policies pertinent to Takeda e.g., PMPRB, Rare Disease Strategy, pCPA, etc. The senior manager will establish trusting, collaborative relationships with key decision makers and influencers of national policies. She/he will serve as a lobbyist at the federal level on specific Takeda issues, and act as company liaison in federal government offices as well as with other federally-based decision makers. 

The senior manager will also act as the company liaison for the trade association, Innovative Medicines Canada, and lead the analysis, positions and recommendations to Takeda management on issues.

The position reports to the Director, External Affairs and is a member of the Patient Value and Access Leadership Team.

The successful candidate will be field-based and located in Ontario,and will be expected to come into the head office on a regular basis for key meetings. 

ACCOUNTABILITIES

  • Leads government relations at the national level in Canada, focused on policy, legislative, regulatory and political relationship management and supports provincial strategies that will ensure patient access to Takeda therapies, maximize growth and accelerate commercialization
  • Establishes and maintains excellent relationships with key legislative, executive, administrative and public policymakers and influencers in the Federal government
  • Monitors federal policy, legislation and regulatory developments that impact our operating environment and develops and implements strategies to address opportunities and challenges
  • Influences and creates enablers to improve market conditions for business growth via national government relations strategies (e.g., policy/legislation), while establishing Takeda’s position as a credible and trusted partner
  • Works with regional external affairs managers to implement national policy plans by customizing and incorporating into their provincial/territorial GR plans
  • Leverages Takeda’s value proposition and promotes positive business outcomes at the national level
  • Ensure company compliance with federal laws and regulations regarding lobbying activities.
  • Involved in industry trade associations that focus on national policy initiatives and successfully advocates advancement of Takeda’s and our patients’ priorities
  • Acts as senior liaison to Takeda Canada CEO in her/his engagement with Innovative Medicines Canada and BIOTECanada including preparing briefing materials and providing support to ensure Takeda Canada’s views are represented in industry association policy positions
  • Acts as a representative with EUCAN Public Affairs team for policy on behalf of Takeda Canada
  • Actively participates in various national coalitions, associations, and working groups in support of Takeda’s national policy agenda
  • Collaborates with pricing, HTA, private payer and patient advocacy colleagues to gain insights and alignment on their strategies as it relates to the overall National Policy Plan for key priority policy areas (i.e., IG, Rare, PMPRB, and pCPA)
  • Manages work with external vendors/consultants as it pertains to stakeholder mapping, strategy development, outreach, etc.  and ensures business expectations are met
  • Develops as necessary, written analyses, advocacy and background materials in support of Takeda’s objectives
  • Responsible for ensuring a thorough understanding of Takeda’s Code of Ethical Practices, IMC Code of Ethics, and Takeda’s SOPs are strictly adhered to, upholding a commitment to compliance and operates with integrity within all business objectives 
  • Promotes and conducts the affairs of the company with the highest standards of integrity, probity and corporate governance, demonstrating commitment to the values of Takeda-ism

EDUCATION AND/OR EXPERIENCE

  • Bachelor’s degree in Health and/or Business Administration, Political Science, Public Policy
  • 15+ years experience in Pharmaceuticals, Market Access, Government Relations or Public Policy
  • Previous experience in market access / government affairs and/or in a role within a government ministry/department
  • 5+ years experience working with the trade association, Innovative Medicines Canada
  • Strong written and verbal communication skills; communicates comfortably with high-profile audiences
  • Language requirement: Bilingual with both conversational English and French is highly preferred

KEY CAPABILITIES

  • Strong understanding of current pharmaceutical industry, payer and market access environment.
  • Understanding of the specialty pharma business model and the overall healthcare environment.
  • Ability to quickly analyze complex issues, identify potential risks and opportunities and communicate the analysis and recommendation in a clear and concise manner
  • Strong oral and written communication to analyze complex issues/positions and quickly provide a succinct, concise brief and recommendation to senior management
  • Ability to effectively translate clinical evidence to a scientific value proposition in order to address the unmet needs of the payer.
  • Demonstrate an entrepreneurial attitude; Business ownership: pursue ideas and projects that ensure sustainable, long-term success

Travel Requirements

  • Willingness to travel to regular meetings or client sites, including overnight trips and some international travel, as required.

As a result of the COVID-19 pandemic and the need to strengthen and promote health protection within Takeda, employment is conditional upon the ability to provide authorized proof of full COVID-19 vaccination status, at least 14 days prior to starting employment with Takeda.  Takeda acknowledges its obligations under the applicable human rights legislation and will comply with its duty to accommodate in appropriate cases.
